South Carolina requires annual tests by a state-certified tester. Greenville Water does not install or test devices. You hire a General Tester on the SCDES list, and that tester files the report.

South Carolina’s drinking-water rules require every public water system to run a cross-connection control program. Testable backflow assemblies are tested by a tester certified by the South Carolina Department of Environmental Services. The regulation is R.61-58.7(F).

What this site is

This is an Upstate-first guide for Greenville, Spartanburg, Anderson, Pickens, Oconee, Laurens, and Cherokee. It explains how the utilities that publish a manual describe notices and filing, and it copies General Testers from the SCDES list dated July 9, 2026.

It does not rank testers, publish star ratings, or keep a “best of” list. County pages list only certified General Testers from that report. Limited Testers are left off.

Why the annual test exists

A cross connection is a link that can let water from a private plumbing system flow back into the public supply. The annual test is how the utility checks that the assembly on your service still holds. Your letter, not this page, names the date for your device.
