Greenville Water backflow testing

Greenville Water runs the Cross Connection Control Program. They do not install or test. You hire a certified tester, and the tester uploads the results.

What Greenville Water requires

Greenville Water’s backflow prevention page says customers whose water presents a backflow hazard must install a backflow prevention device or assembly and have it tested annually, under SCDES and Greenville Water standards. The same page says Greenville Water does not install or test backflow preventers.

The public page lists the utility at 407 W Broad St., Greenville, and the main phone 864-241-6000. Backflow filing for testers goes through the portal below, not through a tester hired by this website.

Notice timing and the $500 fee

These deadlines are from the Cross Connection Control Manual PDF dated November 10, 2025, sections 4-3, 7-4, and 7-5. Check the letter on your account. If this summary and the letter disagree, follow the letter and the manual.

  • The initial notice is mailed 45 days before the device test due date.
  • Section 7-1 says the customer has the test made within 45 days of the scheduled test due date. Section 7-5 then describes a 15-day grace period after the due date for a passing test, or a replacement device and a passing test, to reach the program.
  • Section 7-4 says customers who have not returned a completed test report within the 60-day period are in noncompliance. Administrative actions can include discontinuance of water service.
  • A third notice is mailed 15 days after the due date. The manual says Greenville Water will test the backflow and charge a $500 non-compliance fee to the account. Section 4-3 calls that a one-time $500 non-compliance late fee at 15 days late.
  • If the device is non-compliant, the manual says Greenville Water will hire a third-party vendor to complete the test. Repair costs to bring the assembly into compliance are applied to the account. The manual also says Greenville Water is not liable for damages from discontinuation of service.

A failed test that cannot be repaired the same day is a separate clock: the tester sends the failed report the same day, and the repaired assembly is tested and reported the same day it is fixed.

How testers file

Certified testers upload results in the Greenville Water backflow portal. A tester who is new to Greenville Water emails a picture of their certification to bfp@greenvillewater.com. Both instructions are on the utility’s backflow page.
