Backflow testing in Anderson, Pickens, and Oconee Counties
The state rule is the same one, R.61-58.7(F). Each utility sets the notice and the way the test report gets filed.

Anderson Electric City Utilities
The copy posted on the city site is the Cross Connection Control Policy, September 2008 revision. The policy itself says it can change, and that the customer is responsible for the current copy.
- Questions go to the Cross Connection Control Coordinator at (864) 231-5230. That number is printed in the policy.
- Table 1 lists dry cleaners as high hazard and laundromats as low hazard. The policy says the table is a guide and that every service is evaluated on its own.
- For a high hazard, the policy calls for an air gap, a reduced pressure principle assembly, or a pressure vacuum breaker. It says a pressure vacuum breaker is not used where backpressure is expected. A low hazard may use those devices or a double check valve assembly.
- Customers who already have protection get a mailed reminder to test annually. The policy says the utility tries to send it no later than the beginning of the month the test is due.
- The policy’s standards cover residential domestic service and other applications, including in-ground irrigation, commercial and industrial service, and dedicated fire lines.
- Test forms go to the coordinator within 10 days after the test. The same section also says the form has to arrive no later than 90 days after the customer received it, or 45 days for in-ground irrigation.
- A defective device is repaired or replaced as soon as possible, and no later than 20 business days after the failed test. Missing the 10-day return of a passing test can lead to disconnection, under the policy’s own wording.

Pickens and Oconee
Local notice rules for Pickens and Oconee utilities are not repeated here. They were not verified from those utilities’ own pages for this edition. General Testers with an address in those counties are on the Pickens and Oconee pages, copied from the July 9, 2026 SCDES list. Use the letter from your utility for the deadline.
Easley and northern Greenville
A full cross-connection manual for Easley Combined Utilities was not on the pages reviewed for this site. Check your Easley notice for the deadline and how to file. SCDES still links a June 15, 2005 lawn-irrigation policy letter from the state program page. That letter is a state notice to water systems about R.61-58.7(F) and residential irrigation devices. It is not an Easley tariff, and this page does not quote a customer count for Easley.
Customers on Blue Ridge Rural Water in northern Greenville should use that utility’s notice for the deadline and for who files the report. A current backflow page for Blue Ridge was not confirmed while these pages were written.
