Spartanburg Water backflow testing

Spartanburg Water has run a cross-connection control program since the early 1980s. Commercial, industrial, and multi-dwelling accounts need a testable assembly based on the hazard.

An older manual URL had stopped resolving during earlier research. This June 4, 2026 file was the one available on the utility site when these pages were checked.

What has to be tested

The June 4, 2026 manual, section 10, says approved backflow assemblies are tested annually, except low-hazard residential lawn irrigation systems. Those low-hazard residential systems use at least a dual check, replaced with the meter change-out program or if the device malfunctions. High-hazard residential lawn irrigation uses a reduced pressure assembly and is tested annually.

The public CCC page says commercial, industrial, and multi-dwelling customers get an approved testable assembly based on the degree of hazard identified by CCC technicians. A residential customer with a 3/4-inch to 1-inch service gets a residential dual check installed by Spartanburg Water.

Notice timeline

From section 10 of the same manual:

  • A Tier 1 letter goes out 30 days before the test is due. The due date is the last day of the month.
  • The customer uses an SCDES-certified tester approved for Spartanburg Water. The tester transmits a report showing compliance within 7 days of the test.
  • If that report is not in within 14 days after the due date, a Tier 2 letter requires it within another 14 calendar days.
  • After that window, a Tier 3 letter says that once 14 more calendar days pass, Spartanburg Water may hire an SCDES-approved tester and add labor, parts, and an administrative fee to the water bill, or suspend service if the assembly cannot be accessed.
  • The non-compliance section states a $50 administrative fee, plus the utility’s testing, repair, retest, or replacement costs, when Spartanburg Water does that work on an accessible assembly.
  • A failed assembly that cannot be repaired immediately is reported the same day. Repair or replacement, a retest, and the passing report are due within 10 business days unless Spartanburg Water grants an extension in writing. The request for more time has to be made within 3 business days of the failure.

How the report is filed

The manual says the tester transmits the report to Spartanburg Water. The published field test and maintenance report still prints a return address and a fax number. Confirm the current method with the CCC contact if your tester is unsure which channel the utility wants this month.
